Sierra Leone is a member of the International Maritime Organization (IMO) since 1973 and as such has signed, ratified all international conventions such as the Safety of Life at Sea (SOLAS Convention), MARPOL, ISPS Code, etc ...

Following the terrorist attacks of 9/11 in the US and the subsequent adoption of a US regime on Advance Cargo Declaration (the so-called “US 24 hour rules”), the European Union (EU) adopted its own regime of Advance Cargo Declaration in 2005.
The EU Advance Cargo Declaration regime is laid down in Regulation 648/2005, which was subsequently implemented by Regulation 1875/2006 and then amended by Regulation 312/2009.

On the 2nd December, 2014, the Sierra Leone Parliament at its sitting, tabled "the Cargo Tracking Note (Advance Cargo Declaration management) in the Sierra Leone Ports" in compliance with section (4) of the NCP Act 2002, which was subsequently implemented by Sierra Leone Ports Authority circular to all Carriers and Maritme Agents that enter in force on the 15th of February, 2015.
