This regime was initially scheduled to enter into force since the requirement of the Abuja MOU (Abuja Memorandum of Understanding on Port State Control).
As from 15th February, 2015 any failure on the part of carriers or Ship owners to comply with the obligations laid down in the Sierra Leone Advance Cargo Declaration regime, will result in imposing penalties in accordance with the national legislation.
The rules on SL Advance Cargo Declaration will apply in addition to existing ports and customs rules laid down by Sierra Leone and ECOWAS Countries.
The basic principles of the SL Advance Cargo Declaration regime can be summarized as follows:
- The IMPORT to Sierra Leone
- The EXPORT from Sierra Leone
- The TRANSIT of Goods
